Grant Guidelines

Overview:

First Sovereign Trust is a holder of a Class 4 Operators licence.  It was established in June 2003 with a primary focus to raise and distribute grants (net proceeds) to the racing industry and community throughout New Zealand.

Net proceeds become available from the operation of its Class 4 gambling (gaming machines situated in taverns/hotels etc) as authorised under the Gaming Act 2003.

Should you wish to apply for a grant please take the time to read all the information below to determine whether your organisation qualifies.

All applications to First Sovereign Trust must conform with the regulations of the Gambling Act 2003 and the First Sovereign Trust Grants Policy.

 By Law venue staff are unable to have any involvement in the grant process. 

Please do not return your application form to the venue but send it direct to the Trust (PO Box 1629, ROTORUA).  If you are having difficulty with the application please contact the grants officer at the trust on (07) 345 7070.

 Please do not jeopardise our venues ability to host gaming machines by discussing grant applications with them.

All grants whether approved or declined will be published on this web site on a 6 monthly basis and in a nationally circulated newspaper on a annual basis.

 Depending on the demand for net proceeds and the nature of your application lease allow up to 8 weeks for processing of an application.

Our criteria, methods, systems and policies we use to consider the distribution of net proceeds is reviewed annually. Any modifications are updated on this web site. The trustees met on the 26th September 2006 and there were no changes to publish to the below information:

Grants Guidelines:

The Net Proceeds Committee will then consider each application using the following criteria: 

1.                  The application meets the First Sovereign Trust authorised purpose.

2.                  Repeat applications that have met and followed the First Sovereign Trust rules and guidelines on being granted net proceeds.

3.                  That the amount applied for by the applicant be available from net proceeds that are available for distribution at the time the application is made.

4.                  The application benefits the community if approved.

5.         Where the society obtains information that an applicant has received funding from another source for the same purpose, the society must require the applicant to repay any portion of the funding that exceeds the total amount required for the stated purpose.

6.                  Grants cannot be retrospective (i.e. to reimburse funds already spent).

7.                  Grants must not be made on a promissory basis.

8.                  The society shall take reasonable steps to ensure that grants are used for the purpose stated by the recipient in the application. Receipts are required to be sent to the society for the purpose stated on the application.

9.                  The society shall not make grants that would provide pecuniary benefits to its principal officers, employees, gaming machine service contractors, representatives or associated person.

Help us to Process your Application:                  

In order for your application to be processed within a reasonable time you can assist by ensuring the following have been attended to.

  • Attach at least 2 competitive quotes detailing exactly what you are applying for.
  • Ensure you have attached a copy of the resolution applying to First Sovereign Trust from your club/organisation that has been certified and signed as true and correct by your clubs/organisation secretary.

Resolution to Apply for Funding

It was resolved that a request be made to First Sovereign Trust for funding for (state purpose) for the amount of (statement amount).  I certify that the above is true and correct copy of (state committee or executive) of (state name of applicant club/organisation) date (state date).

  • Ensure we have your bank account details by providing a deposit slip or a bank stamped handwritten note.
  • Ensure you apply well in advance of your event date.  Last minute application will most likely be declined.
  • If you have received funding us before did you return the receipts as we have requested on our application form.
  • Application must be on an original form.  Faxed and photocopied applications will be returned.
  • Provide proof of affiliation to a recognised regional/nation body.
  • All applications shall contain a signed "Consent to Audit".

Authorised Purpose

The Following are Authorised Purposes for which Net Proceeds can be Distributed.

RACING
To provide the conduct of race meetings for the benefit of the public.
To promote and control those meetings.
To provide for the maintenance of grounds, buildings and facilities where these are primarily used for race meetings.
Stake money for any types of races.
The provision and maintenance of on course facilities for horses and greyhounds, jockeys and trainers.

CLUBS SPORTS TEAMS
Donations to amateur sport teams and clubs competing in recognised leagues and tournaments.
Provision of actual and reasonable travel expenses for groups participating in tournaments with kindred groups.
Sports Equipment.
Playing uniforms.
Ground Hire.

COMMUNITY
To provide for the maintenance, refurbishment and well being of local marae.
Programs that support youth at risk.
Support services for drug, alcohol and gambling.
Recognised cultural and community organisations to further the objects of those groups.
Schools and other educational institutes for equipment and student amenities for educational advancement not covered by government funding.

The Following is a List of Purposes that CAN NOT Receive Net Proceeds

  • Payment to horse or greyhound owners or trainers.
  • Payments to professional jockeys.
  • Activities or expenses in connection with the breeding of race horses or greyhounds.
  • Grants can only be issued to sport teams/clubs that are formally established and/or legally constituted or can show affiliation to the national organisation.
  • Touch modules must provide a photocopy of their Touch NZ membership card.
  • No grant will be issued to a player or team competing on a professional basis.
  • No First Sovereign Trust venue can have direct commercial interest in the success of an application.
  • Applications can not be for events or teams that are not open to the wider community.
  • This includes work and industry competitions, private clubs, union groups , police and armed forces.
  • Applications an not be made by individual teams from within a club.
  • No grant will be approved for the provision of loans, mortgages , food, beverages, bar facilities, and mobile phones.
  • Applications must not be for goods, services and expenses already purchased at the time of application.

Complaint Procedure

Should you have a complaint about an application for net proceeds it should be made in writing and addressed to:

The trust will acknowledge receipt of your complaint by mail. Your complaint will be investigated by the Trust Office Holders within 14 days of receipt. The trust will then write to you within 21 days of receipt informing you of its decision.
